Kronecker product.
The result is the block matrix:
a[0,0]*b a[0,1]*b ... a[0,-1]*b a[1,0]*b a[1,1]*b ... a[1,-1]*b ... a[-1,0]*b a[-1,1]*b ... a[-1,-1]*b
